Pawnee Nation Enhancement and Safety Projects
The Pawnee Nation Enhancement and Safety Projects consist of a suite of 13 projects using the Construction Management/ General Contractor (CM/GC). The Pawnee Nation has identified that the Construction Management/ General Contractor (CM/GC) method is an innovative method of delivering projects in a timely and cost-effective manner. The Pawnee Nation’ goals will be to complete the suite of projects in an innovative, timely and cost-effective manner and we will use current project estimates, an independent cost estimator (ICE), FHWA personnel and an aggressive project schedule for completion.
The estimated total cost of the projects is 6.1 million dollars, funded through several sources (FHWA, HUD, Tribal, etc.). This is the third time a tribal government has used the CM/GC method and the first known instance of vertical and horizontal projects being combined under CM/GC simultaneously.
1. 1st Street Safety Project
The 1st Street Safety Project consists of safety improvements, realignment, and surfacing of 1st Street and across SH18/US64 intersection, with increased sustainability along with quality of life improvements for Pawnee Nation and the City of Pawnee communities. The 1st Street Safety Project will include grading, intersection eliminations, intersection realignment, signalization, warning and community signage, Light Emitting Diode (LED) roadway lights, sidewalk, pedestrian on-demand crossing, curb and gutter, storm sewer, and asphalt concrete surfacing from the Pawnee Nation Housing Authority across SH18/US64 into the Pawnee Nation Complex. Presently walking/bicycling residents make their way down 1st Street, in the roadway, 1,300 ft. Then along a curved section without shoulders of SH18/US64, approximately 1,973 ft., to get to the business district in downtown Pawnee. This section of SH18/US64 has an Average Daily Traffic count (ADT) of 2,400. The intersection at this section of SH18/US64 has an Average Daily Traffic count (ADT) of 1,776. Throughout this section of SH18/US64, the posted speed limit is 45 MPH.
2. Morris Rd. Project
Morris Rd. Project consists of curb and gutter, sidewalk, lights and overlay surfacing between Agency Rd. and Beck Dr. The Morris Rd project focuses on safety improvements for pedestrians, bicyclists, children, and other roadway users. Presently walking/bicycling residents make their way down Morris Rd. in the ditch to get to the Wellness Center, Gymnasium, Daycare, After School Care, Food Distribution, and Yellowhorse Housing Addition into the downtown City of Pawnee. Morris Rd. has an Average Daily Traffic count (ADT) of One thousand five hundred eighty-seven (1,587) and a posted speed limit of 35 MPH. The length of the project is approximately .75 mile.
3. Morris Rd. to Hwy 64/18 Project
Morris Rd to Hwy 64/18 Project consists of curb and gutter, sidewalk, lights and overlay surfacing between Morris Rd. and Hwy 64/18. The project focuses on safety improvements for pedestrians, bicyclists, children, and other roadway users. Presently this main gateway into the Pawnee Nation complex is in disrepair with sections of sidewalk missing and severely cracked. This gateway connects the Pawnee Nation Complex with the downtown City of Pawnee and is highly traveled by vehicles, pedestrians, and bicyclists. This project has an Average Daily Traffic count (ADT) of two thousand six hundred and thirteen (2,613) and a posted speed limit of 35 MPH. The length of the project is approximately .4 miles.
4. Green Bridge Project
Green Bridge Project consists of bridge replacement across the Black Bear Creek. The Green Bridge is a part of the main gateway into the Pawnee Nation complex and after the April 12, 2017 inspection the Green Bridge, NBI# 06571, has been labeled as Fracture Critical with a rating of 42.9, and as a consequence, the load rating has dropped from 20 tons to 15 tons.
5. Fog Seal Project
Fog Seal project will consist of fog sealing and restriping of approximately 50,079 square yards of roadway in the Pawnee Nation complex. This project will help maintain existing roadway by increasing the safety and the life expectancy of the roadways.
6. Lights on Catlett Rd. Project
Lights on Catlett Rd. Project consists of installing eight solar-powered lights. This project will provide an increase in environmental sustainability along with the quality of life improvements for Pawnee Nation and the City of Pawnee communities. This project will provide the needed lights for 50+ community members who utilize the Pawnee Nation complex for walking, running and biking. The project has an Average Daily Traffic count (ADT) of six hundred four (604) and a posted speed limit of 35 MPH. The length of the project is approximately .3 miles.
7. Directional Signage Project
Directional signage project consists of installing signage at strategic areas around the Pawnee Nation complex. This project will provide attractive and functional signage aimed at assisting visitors to their desired destination on the Pawnee Nation complex.
8. ICDBG Campgrounds and Fit Trail Project
ICDBG Campgrounds and fit trail project consists of demolishing existing restroom facility and re-build a larger more adequate facility that includes, ADA restrooms, shower stalls, and dressing room area; update the existing electrical capabilities and increase accessibility through the use of underground electrical lines, individual electrical service for the new restroom, shower and dressing room facility; constructing a new dance arbor and increasing the area to 155ft. In diameter from 100ft.; create a Nature Fit Trail, that will have a path with solar lights that will light the path after sunset & outdoor exercise fit stations along the trail.
9. Building 1 Roof Project
Building 1 Roof Project consists of removing and replacing the shingles, drip edge, rain cap and flashing on one of the original buildings on the Pawnee Nation complex. The roof is approximately 3550 Sq. Ft.
10. Building 1 Demo Project
Building 1 Demo Project consists of the demolition and haul off of an addition attached to one of the original buildings on the Pawnee Nation complex. The addition to be demolished is approximately 348 Sq. Ft.
11. Trading Post Roof Project
Trading Post Roof Project consists of removing and replacing 160 Sq. Ft. of decking, fascia, gutter/downspout, soffit, existing roofing and installing single ply TPO membrane 60 mil roofing system with 1.5″ ISO board insulation on the Pawnee Nation Trading Post Casino flat roof. The roof is approximately 703 Sq. Ft.
12. RoamChief Porch Addition Project
RoamChief Porch Addition Project consists of adding a larger porch area needed for cultural funeral preparation, gravel driveway, and gravel landing. The project will be adding approximately 256 Sq. Ft. concrete porch, approximately 1082 Sq.Ft. Gravel landing, and approximately 1296 Sq. Ft. Gravel driveway.
13. Meet Me at the Park Project
Meet Me at the Park project consists of an expansion to the Pirau Park. There will be new equipment added to the playground which includes a Spinami, Whirl-A-Round, Qubits, and a Jumble Gym. Along with this addition, we are developing of a full-court basketball area, an additional pavilion, two horseshoe areas, the installation of a water faucet and electrical pedestal, certified playground mulch for the new addition and the renovation of a nearby restroom facility that shall remain open to the public 24/7.
